    Doctor William Horrocks Rippard was born in Liverpool, England on December 4, 1842. He moved to Baltimore with his parents in 1849. A graduate of the University of Maryland, his military career began when he enlisted on June 11, 1862 in Washington, D.C. as an Assistant Surgeon for one year. He served the Union Army personnel of Purnell's Legion, Maryland Infantry and treated Confederate prisoners of war confined at Fort Delaware, located near Delaware City, Delaware. Having served his one-year enlistment period plus an additional year, he was mustered out of the army on October 24, 1864. Following his military service, Doctor Rippard settled in Westminster and married Mary Emily Quynn Rippard on December 19, 1864. The couple produced six children: Charles, Ann, George, Laura, Emily, and William. By 1880, Doctor Rippard had become an editor and he died in Worcester County, Maryland on January 18, 1883.
