Private Thomas Zepp was born in Carroll County in April 1843. Working as a saddler, he enlisted on May 20, 1864 in Baltimore, Maryland for a term of service of one hundred days. He was mustered in on June 15, 1864 at Camp Bradford in Baltimore, served his term of enlistment, and was mustered out at Baltimore on September 29, 1864. After returning to Westminster following the war, Zepp married Elizabeth Ruth Devilbiss Zepp on October 9, 1871. The couple had six children: William, Nettie, Arthur, Victor, Nannie, and Emily. Zepp worked various jobs including a clerk, huckster, and salesman and lived at various times on West Main Street, Park Avenue, and Chase Street in Westminster before his death in 1932. Zepp, a member of the Burns Post No. 13, Grand Army of the Republic, was one of the last remaining Civil War veterans living in Westminster or Carroll County.
