Private Jacob P. Noel was born in Chambersburg, Pennsylvania on July 19, 1827. Noel was working as a clerk when he enlisted in Company K of the 107th Pennsylvania Infantry Regiment on November 1, 1861 in Chambersburg. Private Noel was mustered into the Union Army on January 9, 1862 at Harrisburg, Pennsylvania. Little is known about Noel’s military career. He was discharged from the army on August 1, 1864 to take a clerical position at the Adjutant General's Office in Washington, D.C. Noel was married to Wilhelmina Kerr Noel, and they had three children: John, Snider, and Katherine. It is not known how Noel came to be in Westminster, but the family arrived sometime prior to 1870. Private Noel died on August 19, 1872.
