First Lieutenant Charles T. Reifsnider had a rather short military career. Born in Carroll County in 1840, he was educated in private schools in Westminster. He attended Franklin and Marshall College and Gettysburg College, both in Pennsylvania. By 1860 he was studying law in the practice of William J. Ross in Frederick and was admitted to the bar in 1862. That same year, Reifsnider returned to Westminster to practice law and enlisted in Company F, Seventh Maryland Volunteer Infantry as a Second Lieutenant on August 12, 1862. He was mustered into service on August 18 and promoted to First Lieutenant on September 2. Due to health problems, First Lieutenant Reifsnider resigned his commission on October 22, 1862 and was officially mustered out of the army at Arlington Heights, Virginia on May 31, 1865, following the Union victory. Reifsnider married Elizabeth Smith Reifsnider on April 21, 1863, and the couple had five children: Betty, Charles, Anne, Smith, and Ralph. After the war, Reifsnider practiced law in Westminster and was elected State’s Attorney for Carroll County in 1867. He was appointed Associate Judge of the Fifth Circuit on December 20, 1899, but was defeated at the polls by Judge William H. Thomas in 1901. Judge Reifsnider passed away from heart disease on October 11, 1903.
